For Compensation of Certain Individual Claims of Clergy Sexual Abuse of Minors by Clergy of the Archdiocese of Philadelphia, Pennsylvania

Background Information:

On November 8, 2018, Archbishop Charles J. Chaput and the Archdiocese of Philadelphia (the “Archdiocese”) announced the formation of the Philadelphia Archdiocese IRRP (Independent Reconciliation and Reparations Program) to pay reparations to victims of clergy sexual abuse of minors by clergy of the Archdiocese of Philadelphia.

The IRRP allowed any victim of sexual abuse in the Archdiocese of Philadelphia to come forward and seek financial compensation. For the time in which the IRRP ran, statute of limitations did not apply to any case, as the church agreed to pay out to victims.

The IRRP ran until September 30, 2019. As of April 22, 2020, $43.8 million of total compensation had already been paid to resolve 208 victim claims.

Victims who retained legal representation received the most money out of those who filed a claim through the IRRP.

Now that the IRRP is over, many victims are again time-barred. This means that they cannot file a lawsuit against the church because the statute of limitations have run out.

The new Pennsylvania legislation, set for review in January, can temporarily remove the statute of limitations, allowing victims who have not already filed a lawsuit or filed an IRRP claim another opportunity for justice.

The key features of the Philadelphia Archdiocese IRRP are as follows:

  • The Philadelphia Archdiocese IRRP is purely voluntary; no individual is required to participate in the Program.
  • Individuals who previously submitted a complaint of sexual abuse of minors to the Archdiocese will have an opportunity to seek compensation from the Philadelphia Archdiocese IRRP.
  • To register, please provide you name, contact information, and a summary description of the nature of the claim, including the dates and location of the abuse and name of the perpetrator. Or simply contact us.
  • New complaints of abuse received through the Philadelphia Archdiocese IRRP must be reported to the local office of the District Attorney and to the Archdiocese for review. Let Merson Law take care of this complicated and daunting task for you.
  • The Archdiocese will have these new complaints investigated by and examined by the Archdiocese Lay Review Board.
  • Individuals who previously settled their sexual abuse claims with the Archdiocese outside of the Philadelphia Archdiocese IRRP will not be permitted to participate in the Program.
  • Individuals who allege sexual abuse as a minor by a member of a religious order or clergy of another diocese are not eligible to participate in the Philadelphia Archdiocese IRRP. These claims will be forwarded to the superior of the religious order or bishop of such diocese.
  • The effective date of the Philadelphia Archdiocese IRRP is November 13, 2018.
  • Deadline for submission to the Philadelphia Archdiocese IRRP: September 30, 2019.
